Im looking for a Photo Viewer for Windows 10 Home 64-bit thats as close as possible to that found on Windows 7. Change mouse wheel settings in More > Settings. Press Ctrl + the mouse wheel to zoom in or out. The Photos app in Windows 10 does the same things Photo Viewer did, and more.
